New Residential Evacuation Plan Regulations Come Into Force

The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 take effect from 6 April 2026, requiring residential buildings to have tailored evacuation plans for residents with cognitive or physical impairments. Responsible Persons in qualifying buildings must act now to ensure compliance. This directly affects care homes, student accommodation, hotels and residential property managers.

Mandatory Sprinklers in All New Care Homes

From 2 March 2025, all newly constructed care homes in England โ€” regardless of height โ€” are required to have sprinkler systems installed. The change reflects the heightened vulnerability of care home residents during a fire and represents a significant shift from previous guidance, which only required sprinklers in taller buildings. Existing care homes are not currently required to retrofit, but operators should review their risk profile.

PFAS Fire Extinguisher Ban Now in Effect

As of 4 July 2025, AFFF (aqueous film-forming foam) fire extinguishers containing PFAS chemicals โ€” commonly known as "forever chemicals" โ€” are banned from sale and use in the UK. Businesses still holding AFFF extinguishers must arrange for compliant disposal and replacement with approved alternatives. Martyn's Law Receives Royal Assent

The Terrorism (Protection of Premises) Act 2025 โ€” widely known as Martyn's Law โ€” received Royal Assent on 3 April 2025. The Act introduces new security duties for venues and public spaces, including requirements for CCTV, access control and vulnerability assessments. There is an implementation period of at least 24 months, giving businesses a window to assess and upgrade their security posture before enforcement begins. Second Staircases Required for New High-Rise Residential Buildings

From September 2026, all new residential buildings over 18 metres in height will be required to have two staircases. The requirement follows recommendations from post-Grenfell reviews and significantly changes the design parameters for new high-rise developments. The Data (Use and Access) Act, which came into law on 19 June 2025, introduces stricter requirements for AI-powered surveillance. Any CCTV system using facial recognition, behavioural analysis or automated decision-making now faces mandatory safeguards and documentation requirements. Businesses operating these systems โ€” or considering upgrading to them โ€” should review their data protection obligations with their CCTV provider.
